Services at the National Repository Library partially subject to fees as of 1 March 2026

According to the Ministry of Education and Culture’s policies and its decree on the paid services of the National Archives of Finland (1299/2025), the following services of the National Repository Library have been subject to fees as of 1 March 2026:

  • Material receiving services
  • Interlibrary loans
  • Electronic delivery of article copies

Material receiving services

Transportation services have been subject to fees from 1 March 2026. The National Repository Library will charge the transferring library for freight charges for the transportation service, as well as a time-based service fee. Transportations are carried out by Posti.

The price for the National Repository Library’s material receiving services (€/h):

billed per each commenced half hour, with a 1 h minimum charge; price €51.70 (VAT 0%), €64.88 (VAT 25.5%). See the National Archives price list.

The National Repository Library will no longer supply packaging materials in connection with transport services.

Libraries can transfer materials to the National Repository Library even without its transfer service. However, these transfers must also be reported to the National Repository Library on the transfer form. (Form available in Finnish and in Swedish.)

Interlibrary loans and electronic delivery of article copies

The following fixed fees, not subject to VAT, are charged for interlibrary loans and article copies from the National Repository Library as of 1 March 2026:

  • €8 for borrowed books, periodicals and sheet music
  • €4 for borrowed LPs and CDs
  • electronic article delivery: €10 per article (for every 20 pages or part thereof)

Invoicing

Libraries are billed for the use of services every six months. The billing fee is 5 euros per invoice. Invoicing is handled by the Finnish Government Shared Services Centre for Finance and HR (Palkeet).

As of 2026, the National Repository Library will be part of the National Archives.
